Vice Admiral (Rtd) Ibok-Ete Ekwe Ibas, the recently appointed Sole Administrator of Rivers State, has disclosed plans to introduce a new appropriation bill for the 2025 fiscal year. The bill, currently being finalised, aims to address urgent developmental needs including healthcare, education, agriculture, infrastructure, and technology adoption.
Ibas made the announcement on Thursday during a meeting with the Rivers State National Assembly caucus led by Senator Barinada Mpigi (Rivers South-East), at the Government House in Port Harcourt.
“In response to the Supreme Court’s verdict on the budget, we have accelerated work on a comprehensive financial plan to drive key infrastructure and social investments,” Ibas said. “This budget prioritises job creation, technology advancement in public services, and investments that will directly benefit the people.”
The Sole Administrator also emphasized that the process is being conducted with transparency and speed, noting that inclusiveness remains a guiding principle.
He appealed to the federal lawmakers to support his administration’s developmental agenda:
“Your partnership is vital to securing legislative support and funding for our initiatives. Rivers State must remain on the path of peace and sustainable development.”
Amid political tensions following his controversial appointment and the suspension of democratic governance in Rivers State, protests are being organised by groups including the Take-It-Back Movement and the Niger Delta Congress. Critics have expressed concerns over the concentration of power and the handling of over N400 billion in state funds expected within six months under Ibas’ watch.
Despite public disapproval, Ibas stated that dialogue, reconciliation, and community engagement are ongoing to restore public trust.
